Deck Waterproofing in Bell
Durable waterproof coatings that protect walking decks, roof decks, and balconies from water intrusion.
Learn more →Selling in Bell means a city presale report, and unpermitted deck work is exactly what it turns up.
Bell adopted Ordinance 1173 in September 2008, requiring a Real Property Presale Report from the city. If you are selling, that report is where earlier work gets examined, and exterior decks, balconies and stairs are a common place for something to have been altered without a permit years ago by someone else.
We get called in both directions on this. Sometimes before a sale, to bring a deck up to standard and permit it properly. Sometimes after a report has flagged something and escrow is waiting. Either way the fix is the same: do the work correctly, pull the permit, get it inspected.
The city sits on the west bank of the Los Angeles River at 2.5 square miles, the thirteenth smallest city in the country with a population of at least 25,000. Just over 71 percent of occupied housing is rented, so most affected property is income property.
On those buildings the pattern is consistent. A shared walkway sheds water toward a wall instead of away from it, the coating splits at the junction, and the framing behind takes it from there. The stair at the end of that walkway is usually next.
Unpermitted work has a look to it. Guardrails bolted through a deck with no flashing, a landing framed off the back of a building with no ledger detail, a coating run over rot rather than through it. That is what the report finds, and what we rebuild.

Learn more →The Bell Building and Safety Division enforces the city's building, plumbing and electrical codes, reviews plans, issues construction permits and inspects the construction. On a presale issue the inspection sign off is the whole point, so we permit the corrective work, do it in the open where an inspector can see it, and close it out on the record.

Bring us the report. We scope the corrective work off the findings, permit it through Bell Building and Safety, and get it inspected so the file closes. That sign off is what escrow waits for.
The Real Property Presale Report required since Ordinance 1173 in 2008 looks at the property, not at who built what. If unpermitted exterior work turns up, correcting it lands on whoever is selling.
Most of our Bell work is income property. Just over 71 percent of occupied units are rented, so shared walkways, exterior stairs and stacked balconies are the bulk of what we repair.
A professionally installed waterproofing system typically lasts many years. Capital Deck & Stair backs most projects with an 8-year warranty on workmanship, and proper maintenance can extend the life well beyond that.
Cost depends on the surface size, condition, and the coating system required. We provide a clear, itemized quote after a free on-site inspection, with no obligation and no pressure.
Most residential decks, balconies, and stairs take about a week from start to finish, depending on prep, repairs, and weather. We give you a firm timeline before work begins.
