Two Halves of Montebello, Two Kinds of Failure

Montebello straddles two regions, and the deck problems differ across the line. It is considered part of the Gateway Cities, while the northern part of the city falls in the San Gabriel Valley, about eight miles east of downtown Los Angeles. The southern flats fail one way, with ponding on decks that never had quite enough fall. The northern ground brings slope, runoff and structure reaching out over a grade.

Roughly 56 percent of occupied housing is rented, 10,990 units against 8,771 owner occupied out of a total of 20,308. So shared walkways, open stairs and stacked balconies make up a large share of the work. On those, a soft tread or a leaking walkway is a liability question long before it becomes a structural one.

In the flats the correction is almost always slope. Water that sits works into any opening under its own weight and keeps the substrate wet after the weather clears, which is why those decks fail from the sheathing up while the top still looks acceptable. We rebuild fall into the surface rather than sealing over a puddle.

In the north the correction is collection. Runoff arriving from above needs a route that takes it past the structure, not over the edge of a deck and into the grade below. Get that wrong and the deck was never really the problem.
